The Individuals with Disabilities Education Act (IDEA), at Title 34 CFR 300.503, permits local education agencies to review and consider the appropriateness of requests for special education evaluation. This Bulletin provides guidance and procedures to schools reviewing such requests for evaluation.

The purpose of this Reference Guide is to inform school and central office personnel of the following: (1) requests for initial assessment for Los Angeles Unified School District (LAUSD) resident students attending school in another school district on a general education inter-district permit shall be the responsibility of the district of attendance; and (2) requests for initial assessment for out-of-district resident students attending school in LAUSD on a general education inter-district permit shall be the responsibility of the LAUSD school of attendance.
