Federal Program Monitoring (FPM)

  • Federal and state laws require the California Department of Education (CDE) to monitor implementation of categorical programs operated by local educational agencies (LEAs). All LEAs are responsible for creating and maintaining compliant categorical programs.  
     
    What is FPM?
    CDE monitoring is accomplished in part through the Federal Program Monitoring (FPM) process which is comprised of an onsite or an online review. A FPM onsite visit consists of data and document review, stakeholders’ interviews, and classroom observations of categorical programs administered by LEAs.  A FPM online review consists of only data and document review of the categorical programs. The FPM process ensures that LEAs meet fiscal and program requirements of federal categorical programs and mandated areas of state responsibility.
     
    How are LEAs selected for online or onsite reviews?
    The FPM Office at CDE coordinates these reviews through the FPM Regional Team Leads. Each LEA in the state belongs to one of eleven regions. In addition, LEAs are assigned to one of four cycles (A, B, C, or D). LAUSD is in Region 11 and is assigned to Cycle C. Each year, multiple data from LEAs in two of the four cycles are analyzed by CDE. Several factors, including compliance history, academic achievement, program size, and fiscal analysis are considered in identifying LEAs for reviews. Based on these factors, LEAs may be selected for an onsite or online monitoring every two years.

    LAUSD follows the FPM schedule below:

    • 2021-2022 No scheduled review, possible follow-ups for schools and programs from the 2021-2022 online reviews
    • 2022-2023 Online reviews for schools and central office programs. 
    • 2023-2024 No scheduled review, possible follow-ups for schools and programs from the 2022-2023 reviews. 
    • 2024-2025 On site reviews for schools and central office programs.
