FAQ Creating Modifications
Q 1: Can I create more than one online SPSA modification with “Budget Change” as its purpose?
A 1: Yes. A school can create more than one online SPSA modification for a DIFFERENT PROGRAM when it contains a budget change.
Example: If ABC School creates an online SPSA modification with a 7S046 budget change, the school cannot create another 7S046 budget change modification until the first one is approved by the Fiscal Specialist.
However, the school can create a 7E046 budget change modification or any other funding program’s budget change modification simultaneously.Q 2: Can I create more than one online SPSA modification draft with a stated purpose of “Revision of SPSA content with No change to budget”?
A 2: Yes. A school can create more than one SPSA modification with no budget changes. Select “Revision of SPSA content with No change to budget.”Q 3: Can I modify more than one program fund in an online SPSA modification?
A 3: No. A school can modify only one program fund per online modification.Q 4: Can I create more than one online SPSA modification for the same program fund?
A 4: No. A school must wait until the initial modification has been approved by all required Local District Reviewers and the Fiscal Specialist. NOTE: An SPSA modification with no changes to budget does not require a Fiscal Specialist’s final review and approval.Q 5: Can I select more than one purpose for an online SPSA modification?
A 5: Yes. More than one purpose can be selected.Q 6: How can I tell which budget items have been modified?
A 6: Only budget items which the school modifies will be shown in the Modification Details page. Modifications to existing lines will have a sequence number starting with ‘0’ which means they are already in SFE.
Newly purchased lines in a specific modification will have a sequence number starting with ‘9’ which means they are still in SPSA and not approved in SFE.Q 7: Can I delete positions or non-positions modified in the Modification Details page?
A 7: Yes, but there are two (2) scenarios which apply.
1) If the budget line is added through purchase in a modification, then deleting it will be permanent.
2) If the budget line is modified from an existing approved budget, then deleting it will be just reverting it back to the original state. It can be modified again in a new modification.Q 8: How are Local District Reviewers informed that an SPSA modification has been submitted by the school?
A 8: When a school completes an SPSA modification with no errors and then clicks on the “Submit Modification” button, an email notification is sent to all Local District Reviewers notifying them that the school’s SPSA modification is ready for the review and approval process. -
FAQ SACS Numbers
Q 1: If there is no SACS Function number displayed for a Non-Position budget item, can I still submit the SPSA modification?
A 1: No. Schools Front End (SFE) will display an error message located above the “Save Modification as Draft” button. Contact your school’s SAA or Fiscal Specialist to obtain the correct SACS Function number.Q 2: Why is my school missing a few budget lines in the Modification Details page?
A 2: Unsaved budget lines in the “CM0 Data” page will not display in the Modification Details page. Make sure to save all budget lines by selecting “Goal/Focus” in the “CM0 Data” page before creating a modification. -
FAQ Approval/Rejection
Q 1: How will the Fiscal Specialist know that a SPSA modification has been submitted to Schools Front End (SFE)?
A 1: When the last Local District Reviewer approves the online modification with budget changes and clicks on the “Save SPSA Modification Decision” button, the Fiscal Specialist receives an e-mail notification that the SPSA Modification is ready for approval.
Additionally, there is a new button, “Request Fiscal Specialist Review” which is required for a school before a school can submit a modification to the LD Reviewers for final approval.Q 2: How will the school know an SPSA modification has been approved or rejected by the Fiscal Specialist?
A 2: When a Fiscal Specialist approves or rejects an SPSA modification with budget changes in SFE, an email notification is sent by SFE to the school’s Principal only. When an SPSA modification with budget changes is approved, an email notification along with the School Budget Signature Form will be sent. The Fiscal Specialist’s approval displays on the Dashboard page and the Modification Details page with a green background.
For example, when a Fiscal Specialist rejects a Title I modification, the SPSA displays the message, “The Title l program budget was rejected by the Fiscal Specialist for the program 7S046”. Similar messages will display for Parent Involvement and Title III programs. The message is displayed above the “Save SPSA Modification Decision” button, located at the bottom of the Modification Details page. The “Fiscal” box on the Modification Dashboard and Modification Details page displays with a red background. -
FAQ Allocations/Balances
Q 1: How can I check categorical program fund balances and allocations?
A 1: The SPSA Modification Budget Summary page displays the cost of each budget item purchased by categorical program fund. The allocation amount displays in a green row located at the bottom of the page and the remaining amount that the school can spend is in the Pending Distribution row. -
FAQ Comments
Q 1: What does a red Local District approver’s textbox (located at the top of the Modification Details form) mean?
A 1: A red textbox means the Local District Reviewer requires a revision to the SPSA modification. When a revision is required, the Local District Reviewer sends a comment to the school.Q 2: Why is the comment bubble orange and flashing?
A 2: A flashing orange comment bubble means the school received a comment from a Local District Reviewer. Click on the bubble to open the comment pop-up form. Then click on the Local District Reviewer’s “Title” to view the comment.Q 3: Why is the comment bubble green?
A 3: A green comment bubble means a school has responded to a comment made by the Local District Reviewer.Q 4: Why is the comment bubble blue?
A 4: A blue comment bubble means the Local District Reviewer has ended the comment thread.
