• English Learner Authorization

  •  All teachers in the Los Angeles Unified School District must hold an authorization permitting them to teach English Learners (EL). On August 25, 2009, the Los Angeles Unified School District Board of Education adopted Board Rule 1918 requiring all teachers, coordinators and coaches assigned to K-12 schools to hold an authorization to teach English Learners.

    IF YOU DO NOT HAVE ACTIVE EL AUTHORIZATION:

     

    Any teacher who has never held an English Learner Authorization qualifies for an initial emergency CLAD permit.  In order to be eligible to renew the CLAD permit, one of the following renewal options must be met:
     
     
     

    TO RECEIVE A CLAD CERTIFICATE, COURSEWORK AND EXAMS MAY BE COMBINED AT THE DISCRETION OF THE UNIVERSITY. PLEASE CHECK WITH THE CREDENTIAL ANALYST AT YOUR UNIVERSITY TO SEE IF THIS OPTION IS VIABLE FOR YOU.

    OPTION 1 - Exam Route
    Original exam scores must be submitted to this office
                
                   • Must pass of any two of Test 1, Test 2, or Test 3 of the CTEL Examinations, if these tests were not passed prior to the issuance of the current permit
    OR

    OPTION 2 - Coursework Route
    Must be verified by authorized signer at university on form CL-469

                • Opt to complete coursework in lieu of taking the tests; must complete a total of six semester units or 9 quarter units of accepted CLAD coursework during the term of the current emergency permit
    AND (For First Re-Issuance Only)
     
             • Obtain an evaluation completed by a Commission-approved professional preparation institution identifying requirements applicant must complete to be eligible for the related credential
     
     
     
     
     

     

    EMERGENCY BCLAD RENEWAL REQUIREMENTS – MUST COMPLETE THE FOLLOWING:

    OPTION 1

    - Exam Route
    Original exam scores must be submitted to this office

    Must pass any two of the following six exams (they do not have to be passed in order):
    • Test 1, Test 2, or Test 3 of the CTEL Examinations, if these tests were not passed prior to the issuance of the current permit
    • Test 3, 4, and 5 of the CSET LOTE (Language Other Than English) Examinations, if these tests were not passed prior to the issuance of the current permit

     

    OPTION 2 - Coursework Route – FOR CLAD CERTIFICATE COMPONENT ONLY. THIS OPTION DOES NOT APPLY IF YOU ALREADY HOLD AN ENGLISH LEARNER AUTHORIZATION

    Must be verified by authorized signer at university on form CL-469
     
    •     Opt to complete coursework in lieu of taking the tests, must complete a total of six semester units or 9 quarter units of accepted CLAD coursework during the term of the current emergency permit
