Patricia Pernin
Administrative Coordinator
Patricia Pernin, Ed.D., serves as the Administrator Coordinator of the Los Angeles Unified School District Intern Credentialing and Added Authorization Program (iCAAP). She also supported teachers and administrators as the coordinator for Learning Teams and has over 20 years experience as a Mathematics teacher. Patricia has supported teachers and administrators in the area of Mathematics, facilitated the development of the LAUSD Mathematics Instructional Guide, and coordinated the Pearson Learning Teams program for over 90 schools in LAUSD. She currently serves as the Regional Director for the California Commission on Teacher Credentialing Region 4 Intern Teacher Programs and is also the President of the California Teacher Corps.

Tracy Eagle
Specialist
Tracy Eagle, Ed.D., serves as a Specialist for all Special Education credentials and Added Authorizations in Early Childhood Special Education and Autism Spectrum Disorder for the Intern Credentialing and Added Authorization Program (iCAAP). For over 15 years, Dr. Eagle has worked with both General Education and Special Education Preschool populations. Her research and practice focuses on preparing teachers to work with children and their families. Dr. Eagle is a published writer who has presented at conferences on collaboration, an early childhood general education credential, co-teaching, and the impact of culture on young children with special needs. Currently, Dr. Eagle serves as a member of the Early Childhood Special Education TPE Development Panel for the California Commission on Teacher Credentialing.

Bonnie Ratner

Bonnie Ratner is the Human Resources Administrator for the Los Angeles Unified School District Intern Credentialing and Added Authorization Program (iCAAP). She has served the students and community of LAUSD for over 15 years in various roles including elementary school teacher, intervention teacher and coordinator, mathematics coach, and Talent Acquisition Specialist.

Thierry Rackley
Teacher Expert
Thierry Rackley, M.Ed., oversees the Teacher Induction Program for the Intern Credentialing and Added Authorization Program (iCAAP). Thierry has taught in LAUSD for over 20 years, serving as an Elementary teacher, Secondary English teacher, and in various positions in Special Education focused on the Moderate to Severe population. Thierry has also participated in the Career and Transition Program, creating workshops and other vocational training opportunities for student with disabilities.

Enrique Felix
Teacher Adviser
Enrique Felix serves as a Teacher Adviser for General Education Multiple Subject in the Intern Credentialing and Added Authorization Program (iCAAP). Enrique has 12 years of education experience, as an elementary school teacher, Intervention Coordinator, and a Math/History Instructional Fellow. He served as Lead Teacher for Pepperdine University’s Urban Education Program. He has devoted the last five years collaborating with colleagues across the nation in developing instructional strategies and shifts through the Common Core State Standards. Enrique firmly believes that to foster a growth mindset and narrow the achievement gap for our students, full and immediate access to a guaranteed and viable curriculum must take place.

Yinka Dallas
Teacher Adviser
Yinka Dallas serves as a Teacher Adviser for Special Education in the Intern Credentialing and Added Authorization Program (iCAAP). Yinka began her career as a special education para-professional working with K-3rd grade students, then a Special Education Teacher servicing grades 9-12 as a Special Day math and science teacher for 9 years. Yinka was a Special Education Department Chair for over 5 years, a mentor teacher, a member of various instructional leadership teams, and provided support as a school site Special Education Support Provider for 2.5 years. Yinka holds a B.A. in Biology, a M.S. degree in Special Education and another in Educational Leadership. For 17 years her experience in education has supported her in an amalgam of opportunities to work with students with special needs, their families, iCAAP interns, Instructional Faculty, and other Stakeholders. Yinka is a highly dedicated professional who has an unwavering commitment to excellence.

Stephen Maccarone
Teacher Adviser
Stephen Maccarone serves as a Teacher Adviser for Special Education with the Intern Credentialing and Added Authorization Program (iCAAP). Stephen holds a Bachelor’s Degree in Psychology from California State University, Northridge along with an Education Specialist Credential for Students with Moderate/Severe Disabilities. Stephen has been with LAUSD for 19 years, starting his career as a paraprofessional where he worked with students with autism, intellectual disabilities, and emotional disturbances across all grade levels. As a teacher he provided academic, behavioral, and vocational education to students with autism for 9 years. He also helped facilitate the creation of his school’s first student-run enterprise. Stephen has also served as his school's Department Chair and an Instructional Leadership Team member.

Patty Enriquez
Teacher Adviser
Patty Enriquez serves as a Teacher Adviser for the Los Angeles Unified School District Intern Credentialing and Added Authorization Program (iCAAP). She has served the students and community of LAUSD for over 25 years in various roles including as a paraprofessional, an elementary, middle and high school teacher and literacy coach. Patty has spent the last 10 years as a Reading Specialist teaching, training and coaching teachers, administrators and families throughout the district. Patty facilitated the development of the Reading and Literacy Added Authorization harnessing current research in literacy, reading disabilities, dyslexia and proven effective methodologies.

Jose Pallares
Teacher Adviser
Jose A. Pallares II, M.S., serves as a Teacher Adviser for the Intern Credentialing and Added Authorization Program (iCAAP). Jose has had the privilege of working with students with moderate to severe disabilities for over twenty years, serving as a paraprofessional, a health care assistant, supervising special education assistant and for the last eight year as a special education teacher working students with Autism, Intellectual Disabilities and Multiple Disabilities Orthopedic. He did this at both the comprehensive campus and Special Education Centers (SEC). During his time at the SECs Mr. Pallares focused on behavior management and vocational skills preparing his student to become productive members of their communities. Mr. Pallares was recognized by the Los Angeles Unified School District, Board of Education for his creation of Nobles Club, which was a lunch time inclusionary program that brought together students with moderate to severe disabilities and their typical peers.

David Kim
Teacher Adviser
David Kim M.A. serves as a Teacher Adviser for the Intern Credentialing and Added Authorization Program (iCAAP). David has had the privilege of working at a SPAN school (K-12) for over five years as a Math Chair, Bylaws Committee Chair, and Technology Committee Chair. David has spent the last three years working with the iCAAP program as an Instructor Facilitator, Technology support, and Livetext support.
